Jacqueline Payne-Borden, PhD, RN, PMHCNS-BC, is currently the Chief Nurse Executive at the United Medical Center, Washington, DC a 210-bed acute care hospital. Her specialty areas are psychiatric mental health nursing, leadership, management, and cultural awareness/sensitivity. Dr. Payne-Borden is board certified through the American Nurses Credentialing Center as an Advanced Practice Adult Psychiatric Mental Health Nurse Psychotherapist and as a Nurse Professional Development Specialist.
She retired from the United States Air Force Nurse Corps with the rank of Colonel after serving for 29 years both in the reserves and active duty. Jacquie has been a hospital Field Surveyor for the Joint Commission. Dr. Payne-Borden is an alumni of the Substance Abuse and Mental Health Services Administration Minority Fellowship Program at the American Nurses Association (ANA).
She serves on the ANA’s Minority Fellow Program National Advisory Committee. Her primary research interest includes decreasing the stigma of mental illness, cultural sensitivity within the classroom and health care arena, competency of middle managers and veterans’ transition from the battlefield to home. Her publications include Caribbean immigrants and mental health, integration of nursing within the service line model and evolution of counseling in Jamaica.
Dr. Payne-Borden is on the Maryland Board of Nursing’s Safe Practice Committee as the psychiatric/mental health expert for nurses impaired by mental illness or substance abuse. Additional experience – fulltime and adjunct faculty at various local four-year colleges. Dr. Payne-Borden is a Lifetime Member and immediate Past President of the Jamaican Nationals Association (JNA), Washington Metropolitan Area. The JNA members engage in activities to assist both Jamaicans and friends of Jamaica.
